城市发展战略空间理论及其诊断模型研究

21世纪世界城市化进程加快,城市战略越来越受到关注.针对城市发展过程中众多影响因素及其复杂性的问题,提出了城市发展战略空间理论和相应的诊断模型.依据城市发展理论,从3个维度(资源维、人力维、组织维)提出反映发展现状的城市发展战略空间的概念,包括战略空间的基本概念和理论架构,构建城市发展战略空间诊断模型.指标体系、城市发展战略空间定位和提升构成了诊断模型的主体.选取北京、南京、上海、武汉、哈尔滨等5个城市为样本,对战略空间理论进行实证分析,分析过程中还利用模糊DEA评价法对5个样本城市进行了发展水平的相对有效性评价,从而使城市明确发展现状,并制定相应的发展战略.研究表明,城市战略空间理论及其诊断模型可以很好地描述城市发展现状,并为城市发展战略制定提供科学依据.
