| 摘 要： | 建立流域水资源统一高效管理的塔里木河流域水资源管理新体制,不仅能解决水资源管理与利用方面的现状问题,而且能解决在源流特别是在山区建设控制性水利枢纽工程后水资源如何实现统一管理的未来问题。建立水资源管理的生态补偿机制、水费补偿机制、水价调整机制、水票制和奖励制度,能够促进实现流域的水权保护和水资源利用总量的有效控制。

| Abstract: | Building a new institution for unified and effective management of water resources in Tarim River Basin will solve not only the current problems in water resources management and utilization,but also the future problems in the unified water resources management after the construction of water resources controlling projects at the source of rivers or in the mountainous areas.It will promote water right protection and effective control of total water use volumes in the basin by establishing relevant water resources management systems,such as ecological compensation mechanism,water tariff compensation mechanism,water price regulation mechanism,water coupon and bonus mechanism. |
