实施涉河项目管理的技术要求探讨

规范河道建设项目是各级水行政主管机关和河道管理单位的行政职责,也是在确保河道工程防洪安全的前提下保障经济发展的必然要求。河道建设项目的申报、方案技术审查、行政审批等必须符合法律法规和行业规范强制性要求。本文对涉河项目从水行政管理的审查要求及技术要求等方面进行了探讨。

Discussion on technical requirements of implementing river-related project management

To normalize project construction on river sides is the administrative responsibility of water authorities at various levels and the river management organizations,and is also the inevitable requirement in ensuring economic development under the premise of guarantee of river project flood control security.The technical review as well as the administrative examination and approval of river-side project proposal must comply with the laws and regulations such as industry standards and sectoral compulsory requirements.The administrative and technical requirements of river-related project are discussed in this paper.
