| 摘 要： | 烟叶主产区实现烟叶生产的可持续发展,实现烟叶生产与环境保护的协调发展,必须逐步建立以烟为主的耕作制度.烟叶主产区以烟为主耕作制度的建立要纳入大农业生产中通盘考虑,一切与烟相关的制度的制定都要服从和服务于烤烟生产,而不是损害烤烟生产.本文通过对传统耕作制度的利弊分析,明确阐述了烟叶主产区建立以烟为主的耕作制度的可行性,提出了建立以烟为主的新型耕作制度的建议和措施.
