团体标准发展推进政策的区域比较及优化路径研究

本文在中国标准化体制机制改革背景下,以2015年以来各地发布实施的63项典型政策为研究样本,运用文本挖掘等方法获得了由10个一级变量和42个二级变量构成的PMC政策评价指数模型。进而对东北、华北、华东、中南、西南及西北6个地区的18项政策进行量化评价和差异分析。研究发现:华东地区为优秀水平,各地在团体标准发展政策方面总体定位还不够高,在如何满足市场和创新需要,有效实现制度本地化、措施具体化、多部门协同以及激励措施多元化等方面均有待改善。

Research on Regional Difference Comparison and Optimization Path of Association Standard Promotion Policy

In the context of China’s standardization system and mechanism reform,this paper selects 63 typical policies issued and implemented in various regions since 2015 as research sample,and uses text mining and other methods to obtain a PMC policy evaluation index model consisting of 10 primary variables and 42 secondary variables.Furthermore,18 policies in 6 regions including Northeast,North China,East China,Central South,Southwest and Northwest China are quantitatively evaluated and compared.The research found that:the association standard development policies of East China are at an excellent level,but the overall positioning of association standard development policies is not high enough.Many aspects of the policies need to be improved,such as how to meet the needs of market and innovation,and effectively realize system localization,specific measures,multi-sectoral coordination,and diversified incentive measures,etc.
