开发建设项目水土保持方案编制存在的问题及对策

水土保持方案做为开发建设项目立项的必备条件,是防治开发建设项目建设和运行过程中造成人为水土流失的重要技术文件,编制过程中存在调查勘测深度不够、水土流失预测缺乏理论支持、主体工程制约性分析评价不足、防治责任范围界定不准确等问题,结合方案编制、技术评审、竣工验收等工作实践,提出了加强宣传培训、积极开展试验研究、严格水土保持方案审批等建议。

Problems and Countermeasures on Soil and Water Conversation Scheme Compilation of Construction Project and Policy

As a necessary condition of setting up a construction project,soil and water conversation scheme is an important technical document to prevent the soil erosion caused by humans during the course of construction and operation of construction project.There exists some problems in drawing up the scheme： 1） It is not enough in respects of survey and investigation;2） Forecast for soil erosion is absent of the support of the theory;3） The major project analysis and evaluation are not comlpete;4） the scope of prevention and control responsibility is not defined correctly.In combination with the scheme compilation experiences,technical evaluations,final acceptance,suggestions of strengthening the propaganda and training,developing actively test research,strictly controlling the examination and approval for the soil and water conversation scheme are put forward.
