| 摘 要： | 针对福建省建立和实施农村居民最低生活保障制度的主要特点和面临的主要问题,提出了加速发展县域经济,增加县级财政收入;减免贫困县、乡的“低保”配套资金;家庭意外经济支出,应做为确定“低保”对象的重要依据;农村“低保”标准应具有区域性、动态性和层次性;进一步完善“低保”配套制度改革等,进一步全面建立和实施农村居民最低生活保障制度的几点建议。

| Abstract: | This article analyses some main characteristics and problems in the process of establishing and implementing the institution of subsistence allowance for poor inhabitants in rural area in Fujian province. The writer gives advice including developing county economy as soon as possible;increasing county financial income;decreasing and relieving counter-part fund of subsistence allowance in poor places ;family accidental economical payout being the important reference standard in confirming objects of subsistence allowance;subsistence allowance standard in rural areas being regional, dynamic and hierarchical;improving the reform of correlative institutions. |
