江苏制造业人力资本需求的结构特征及对策

江苏建设国际制造业基地战略对制造业人力资本的需求结构产生了影响,实证表明,江苏制造业的人力资本需求总体上升,但需求重点正在转向制造业基地建设的重点产业,多数重点产业对人力资本的需求数量与质量都提高,某些产业对人力资本质量的需求超过数量需求,非重点产业则有所萎缩,这反映了江苏正在进入高加工度的技术密集型工业化阶段。应该从进一步更新观念、形成氛围,调整结构、保证重点,加强高层次人力资本培养等方面应对。

The Structure Characteristic of and Countermeasures to the Human Capital Needs in Jiangsu Manufacturing Industry

To build Jiangsu International Manufacturing Industry Base building has influenced the structure of human capital need of manufacturing industry.Demonstration has indicated that the need of Jiangsu manufacturing industry human capital is rising as a whole.However,the heavy needs are shifting toward the emphasis industries of the manufacturing industry base building plan.Both quantity and quality of human capital need in many emphasis industries.But,the quality of human capital need exceeds quantity need in some industries.And,the need in some non-emphasis industries is shrinking.This also is showing the characteristic that Jiangsu industrialization is shifting to the industries with concentrated technology and deep processing.We should further renew concept to form atmosphere,adjust structure to guarantee emphasis,improve training high-level human capital.
