| 摘 要： | 从我国大型公共建筑节能中存在的问题入手,分析总结了国外政府办公建筑和大型公共建筑的节能管理措施,并采用SWOT分析法充分论证了必须建立适应我国国情的新型节能管理制度——大型公共建筑节能运行监管体系。对节能运行监管体系的创新性进行了探讨。
