| Abstract: | The measurement and management system incarnates the business rule and the information processing of this system by Computer Aided Management. It can administer the planning of Human resource, financial resource and material resource concerned in the management. This paper analyses business process and function requirement of the energy measurement and management system and introduces the design and implementation methods of the system, Data security and network security of the system was analysized finally. |
