对三峡通航建筑物总体布置及冲沙措施的建议

为了改善三峡工程通航建筑物工作条件，尽量解决通航建筑物上下游引航道及船闸取水口的泥沙淤积问题，根据三峡坝区泥沙和通航模型试验结果，对三峡工程通航建筑物整体布置方案及冲沙工程措施提出以下建议：（１）枢纽运行前期３０＋２年，在永久船闸第一闸首上游修建６６０ｍ长的短隔流堤，在升船机上游引航道右侧设置长２５０ｍ的浮式导航堤；（２）枢纽运行至３０＋２年，视碍航趋势，续建全包隔流堤；（３）临时船闸停航后，可改建２孔５．５ｍ×９．６ｍ的冲沙闸；（４）在永久船闸和升船机之间兴建一条冲沙隧洞，加大冲沙流量并保护永久船闸的侧向取水口。

Review of TGP resettlement planning

The resettlement planning for the Three Gorges Project is a system engineering involved with a wide range of disciplines,complicated problems and strict policies.Whether the planning is scientific or not directly affects the implementation of the reservoir resettlement.Based on the practice in the past years,the resettlement planning work carried out by the Changjiang Water Resources Commission is summarized,and some proposals are put forword to have the second stage resettlement well done.These proposals include implementation of the development oriented resettlement policy,separation of the compensation investment from the development investment,implementation of the responsibility for total investment and planning under limited investment,construction of resettlement projects in accordance with the procedure of the capital construction,formulation of a general progress schedule and yearly investment plans for resettlement projects,well doing engineering design,construction design,fund supply plan and materials supply plan of a unit project.
