试论钻井安全生产标准化的创建

中国石化集团江汉石油管理局钻井一公司为进一步加强企业安全生产工作,实现企业安全生产标准化,全面建立和实施以危害因素辨识、风险评估和风险控制为基础,组织完善、职责明确、具有持续改进功能的钻井一公司安全生产标准化体系,在安全标准化创建工作中,领导重视,组织落实,调动全员积极参与;按照标准化系统建设要求,建立健全了各项规章制度,从制度上保障安全标准化工作有效推进;开展了危害识别和风险评估,对辨识出的危险有害因素实施动态管理;开展了作业现场安全标准化创建;强化员工安全意识,积极开展了各类培训教育活动;开展了职业健康监护工作;开展了QHSE体系内审,指导现场标准化建设。

On Establishment of Drilling Safety Standardization

To further intensify its safe production and safe production standardization, No. 1 Drilling Company has made all--around efforts to establish and implement its own system of work safety standardization which is based on hazard factors identification, risks evaluation and control and which can improve the organization, clarify the respon- sibility and change constantly. In practice of establishment work, the leadership of the company gives top priority to it and encourages all the staff to participate in it. According to the demand for standardization system establishment, the company has completed rules and regulations to promote work safety standardization institutionally. It has car- ried out hazard identification and risks evaluation, implementing dynamic management on the identified hazard fac- tors. Safe standardization for working site has been built up. Training and education activities have been launched to strengthen the staffs safety awareness. Occupational health monitoring work is in place. The company has also car- ried out internal audit of QHSE system to provide the guidance for site safety standardization construction.
