| 摘 要： | 2003年初，水利部与国家防总已经明确提出，我国的“防洪要从控制洪水向洪水管理转变”、“抗旱工作要从以农业抗旱为主向城乡生活、生产和生态的全面主动抗旱转变”．“两个转变”成为我国新时期治水方略调整的重要标志与必然趋向．结合江西省景德镇市洪水管理实际，谈谈洪水管理与防汛抗旱“两个转变”的一些思考．

| Abstract: | Two changes were put forword by the Ministry of Water Resources and the general headquarters of State flood control and fighting drought in the early of 2003. They are the changes from controling flood to flood management and from agricultural drought control to comprehensively fight drought of the life and production of town or country and the ecology for the initiative. They are the important mark of the change of the policy of water control in the new era. Combined with the practice of flood management in Jindezhen city, the thought of two changes was put forword. |
