| 摘 要： | 落实科学发展观和全面建设小康社会、建设社会主义新农村目标的提出，要求新时期农村水利必须建立全新的概念。提出山东发展现代新型农村水利的观点思路、战略重点、对策措施，即用科学的思维方式、先进的科学技术、现代工业手段，改造、嫁接、提升传统农村水利，不断推进农村水利走向现代化的发展模式。

| Abstract: | New concept is needed for rural development in order to comply with the scientific development view and the establishment of a well-off society in all-round way. The author proposes new ideas, strategic points and measures for a modernized water development in Shandong province, i.e. upgrading rural water development by introducing innovation, advanced science and technology and promote modernization and water development. |
