摘    要:在重大洪水预报、洪水调度决策过程中,如何有效地获取分布的遥远水库、水文站点的动态水雨情信息,让相关利益部门和防洪专家积极主动地参与决策过程中的模型分析计算和重要决策过程讨论,迅速形成正确结论,实现科学、高效的防洪调度决策,是Web环境下水库洪水预报调度系统需要解决的重大关键技术问题.文中简要介绍了Web应用环境下该系统的体系结构,重点阐述了支持多用户多方案的洪水预报模型、洪水调度模型抽象设计技术及数据库表设计方法,给出了多库联调交互方案生成设计的解决方案.上述思想已经体现在所开发的基于Web的洪水预报调度系统中,在实际应用中取得了很好的效果.

Abstract:Cooperation and communication among the state, and local stakeholders and experts are required when heavy flood events are encountered. One of the key objectives for the cooperation and communication is to establish a collaborative platform for flood forecasting and flood control via Web technology so as to render hydrological models and data available to stakeholders and experts involved and therefore offer an efficient medium for transferring and sharing information, knowledge and experiences among them, The conceptual framework and detailed components of the web-based flood control system of reservoirs are illustrated, including the system structure, EJB components of hydrological models and flood operation models, as well as data design of supporting multiple users and multiple alternatives. An interactive means of producing flood control alternatives is proposed by a whole table, The prototype system has been developed and applied in Dalian districts and Shuangpai region with a satisfactory result.
