关于我国城市规划信息资源共享若干问题的思考

促进城市规划信息资源共享是城市规划管理工作的一项重要任务.在当前,要促进我国城市规划信息资源的整合与共享,必须解决好城市规划信息的分类、标准化、市场化与制度化等问题.其中,对城市规划信息资源进行合理的分类,是有针对性地开展城市规划信息资源共享工作的重要基础;推行标准化,制定城市规划信息产品标准、生产与服务规范、交换平台标准,是实现城市规划信息资源高效共享的基本条件;推进市场化,使城市规划信息资源通过增值服务获利,是扩大城市规划信息资源共享范围的基本动力;而城市规划信息资源标准化和市场化的有效推进,又必须以制度化作为基本支撑.

On Problems Concerning Resource Sharing of Urban Planning Information In China

It is an important task in urban planning management to promote the resource sharing of urban planning information. Presently it is neces- sary to solve the problems concerning the classifi- cation of urban planning information resources, standardization, marketization and institutionaliza- tion if we want to promote the integration and shar- ing of urban planning information. Among them the proper classification of the urban planning informa- tion resources is an important basis for the imple- mentation of the work of urban planning information sharing. Whereas, standardization is to work out the standard for the products of urban planning information, norm for production and service and criteria of the exchange platform, which serves as the basic conditions for high-efficient sharing ofurban planning information. The promotion of the marketization can help urban planning information resources to benefit through value-added services, becoming the basic momentum to expand the scope of urban planning information sharing. The effec- tive progress of standardization and marketization of the urban planning information resources is based on the support of the institutionalization.
