摘    要:"能效电厂"可有效提高终端用电效率,支持中国实现"十一五"节能减排目标。提出了从电价中回收成本、系统效益收费等4种财务上可行的能效电厂实施模式,并进行了比较分析;探讨了地方政策改革对支持和实施能效电厂的重要性和可行性;就国家层面如何支持能效电厂实施,从立法、资金来源、市场参与等方面提出了建议。

Abstract:EPP can improve terminal power consumption efficiency effectively and support China to realize the goal of energy conservation and emission reduction during the 11th five-year-plan. The article brings out four fiscal feasible EPP implementing modes such as reclaiming cost from tariff and system benefit charge et al. The four modes are compared and analyzed. At last the article discusses the importance and feasibility of regional policy to support and implement EPP. The suggestions are provided on how to support EPP implementation on the national administrative level.
