To establish a scientific concept of social governance presupposes the modernization of social governance capacity of Nantong City. Based on an analysis on the policy and realistic background for Nantong to promote the modernization of social governance capability,the paper pointed out the key to promoting the modernization on the basis of original mode and experiences in the next period of time ;that is ：we should take the three principles as guarantee and straightening out the relationship between government and society as the core.
