电网建设地方立法比较与发展趋势

《电力法》、《电力设施保护条例》等国家层面电力立法对电网建设的规定较为原则。为了解决电网建设存在的突出问题,各地方电力立法补充完善了电网建设相关内容,单项立法也日渐增多。文章从电网规划、电网建设征地、电力线路避让特殊保护区、地下电缆通道建设、电力设施与其他设施相互妨碍关系、电网建设征占林地以及电网建设工程环境影响评价等七方面介绍了地方立法关于电网建设法律制度的创新与突破以及立法新趋势。

Comparison and Development Trend of Local Grid Construction Legislation

State-level grid construction legislations, like Electricity Act, Regulations on the Protection of Power Facilities, are more principled.To solve the primary issues during grid constructing, local and sin-gle laws are amended and increase steadily.This paper attempts to divide the innovation and the trend of local grid legislation into seven segments, including grid planning, acquiring land, cable avoiding special protected areas, underground cable trench construction, interference of power facilities and other facili-ties, acquiring forest land, grid construction project environmental impact assessment.
