URBAN GOVERNANCE IN CROSS-BORDER CITY-REGION: THE CASE OF HONG KONG

Globalization comes with the rise of new regionalism. The emergence of global city regions is a significant phenomenon. Hong Kong-Pearl River Delta region is a famous cross-border global city region. This paper explores the challenge facing Hong Kong in the accelerated process of globalization and regional integration. The cross-border governance of the city region in Hong Kong-Pearl River Delta involves central government, governments of Guangdong Province, Shenzhen Municipality, HKASR government and other interest groups. The paper focuses on the cross-border urban governance especially the role of HKSAR government. There has been a shift from “cross-border protectionism” to “cross-border free trade zone” in HK's cross-border urban governance since 2001. This has significant implication for the development of Hong Kong-Pearl River Delta region.
