| Abstract: | Through the comparison of the low-carbon practices at home and abroad, the shortages and limitations in China＇s low carbon practices are found. It＇s believed that the low-carbon development in China should be guided by the sustainable developing plan and promoted by enriching and improving the intencitive policy tools and the market mechanism based on thelegislative guarantee. |
