构建大学先进行政文化的必要性和途径

在大学这一特殊的组织当中存在着学术文化和行政文化两大文化体系,两种文化之间的冲突由来已久且日益明显。在我国,这种冲突表现为行政文化的强势、教师与行政人员的对立、行政文化无处不在以及大学行政的官僚化特征。文化管理是管理的最高境界,大学只有建立先进的行政文化,才可化解学术文化和行政文化之间的矛盾。批判地继承传统行政文化、确立服务为核心的价值取向、整合学术文化和行政文化,是构建大学先进行政文化的三大途径。同时,大学校长也应肩负起整合学术文化与行政文化的使命。
