抗御洪涝灾害与生态环境建设的强化措施

随着我国人口的剧增和日趋城市化,经济高速发展,加之人类自身对自然环境的影响与破坏,导致自90年代以来,洪灾强度日趋严重,以致1998年夏季洪灾直接经济损失高达3000亿元左右,已严重制约了国民经济的持续、稳定、协调发展和社会的安定。因此,江河湖海的治理工作已刻不容缓,为了减少洪灾损失,把力量集中到水利基本建设上来,掀起治理的新高潮;搞好植被建设,良化生态环境,加大投入力度,增强发展后劲;发挥科技抗洪,展示科技力量;加强洪灾研究,丰富水利科学;加强减灾领导,再造一个山川秀美的神州大地,提出了抗御洪涝灾害与经济协调发展的几项措施。

Methods for Controlling Flood Disaster and Eco environment Construction

With the rapid increase of popylation and urbanization,development of economy,effect and destruction of mankind on environment, the flood disasters become more severe since 1990s,especially 98 flood disaster in summer we suffer heavy losses about RMB 300 billion yuan. These seriously restrict the development of national economy and social stability. Therefore, in order to reduce the flood losses, the controlling flood disaster work and construction of water conservancy project should be pay attention on, and some measures are put forward for controlling flood disasters and harmonizing economic development.
