西南地区水电开发移民安置方式探讨

西南地区水能资源丰富、少数民族分布集中,且该区域土地资源稀缺、群众受教育水平低、对自然资源依赖程度高,传统的大农业安置方式和以淹没土地年产值为补偿计算基准的补偿标准将难以适应西南地区水电开发移民安置的需要。为保护西南民族地区库区移民的合法权益,适应新时期"以人为本、构建和谐新农村"的发展需求,本文综合西南地区自然环境条件、库区移民的生产生活特点和谋生手段,总结了区域水电工程移民安置中存在的突出问题,并有针对性地提出了适宜西南地区水电工程移民安置的对策与建议。
