省级电网实时算费系统研究与设计

以智能电表应用为起点，建设实施基于智能电表的实时算费系统，成为电网企业加快实时费控业务建设的必然选择。文章介绍了省级电网实时算费系统的研究背景，分析了该系统总体的设计思路与技术路线，对系统主要的业务范围和功能模块进行了详细阐述。目前，该系统已建设完成并投入使用，有效增加了客户缴费透明度，改善了客户用电观念与缴费习惯，减轻了电网企业的电费回收压力，为实现高效、经济、智能化的电网业务应用提供了技术支撑。

Research and Design of Real-time Fee Calculation System for Provincial Power Grids

Starting from the application of smart meters, the construction and implementation of a real-time fee calculation system based on smart meters has been an inevitable choice for the power grid enterprises to accelerate the construction of real-time fee control business. This paper first introduces the research background of a realtime fee calculation system, then analyzes the overall design ideas and technical route of the system, and finally elaborates on the system＇s main business scope and function modules. The applications of the completed system show that the system can not only improve the transparency of customer payment as well as the habits of customer electricity consumption and bill payment, but also reduce the pressure on the power grid enterprises to collect electricity charges, and provides a technical support tbr achieving an efficient, economic, intelligent practice of grid business.
