加快构建城市总体规划实施体系的思考——以北京为例

总体规划是城市治理体系和治理能力现代化的集中体现"但是总规实施中经常出现发展理念转变不到位、任务制定分解不清晰、规划实施路径不落地、政策机制配套不充分和跟踪监查预警不及时等问题.造成总规不管用、不好用。本研究以新版北京总规实施工作实践为例、结合下一步国土空间规划改革的具体措施,提出建立“加强组织领导抓落实、细化任务清单抓分解、完善规划体系抓落地、深化改革创新抓突破和开展城市体检抓监测”五步联动的城市总体规划实施体系,推动总体规划实施,明确了干什么、谁来干、干哪里、怎么干和看成效的全流程工作方式。

REFLECTIONS ON ACCELERATING THE CONSTRUCTION OF MASTER PLANNING IMPLEMENTATION SYSTEM OF MASTER PLANNING: TAKING BEIJING AS AN EXAMPLE

Master planning is a centralized reflection of the modernization of urban governance system and governance capacity. However, problems often arise in the implementation of master planning,such as inadequate transformation of development concept, unclear decomposition of task formulation,inadequate guarantee of implementation path and policy mechanisms, as well as the untimely monitoring and evaluation. This paper, taking the implementation of Beijing Master Plan as an example, establishes the implementation system of urban master plan by five steps:(1) organizational leadership,(2) detailed task list decomposition,(3)improving the planning and management system,(4)promoting reform and innovation,(5) carrying out urban evaluation.
