37℃:让城市更有“温度”——我国母乳哺育设施规划理论框架与实践研究

母乳哺育设施建设是体现我国城市文明和人性关爱的重要内容之一。在全面开放二孩政策背景下,公共场所母乳哺育设施的供需矛盾日益成为社会关注的焦点,亟待探索该类特殊附属型设施规划编制的理论及方法。本文通过总结国内外哺育设施建设相关研究与实践,基于母乳哺育设施建设现实,厘清了母乳哺育设施配置理论基础,构建了母乳哺育设施规划框架。以国内首倡并实践"公共场所母乳哺育设施规划"的苏州市为例,结合规划框架提出了协调总体布局、分类供给体系、分级配建标准、分区规划落实和地方法规保障的空间配建策略。通过母乳哺育设施为代表的附属型公共服务设施规划探索,助力儿童友好型城市建设,将让城市更有"温度"。

PLANNING OF URBAN BREAST-FEEDING FACILITIES IN CHINESE CITIES: THEORETICAL FRAMEWORK AND PRACTICE

The construction of breast-feeding facilities is one of the important contents reflecting our urban civilization and humanistic caring. Under the background of the universal two-child policy applied in China, the contradiction between supply and demand of breast-feeding facilities in public places has increasingly become the focus of social attention. It is urgent to explore the theory and method of planning such special subsidiary facilities. By summarizing research and practice related to the construction of breast-feeding facilities at home and abroad, this paper clarifies the theoretical basis of breast-feeding facilities configuration and constructs the planning framework of breast-feeding facilities based on the reality of facilities construction. Based on the case study in Suzhou, which practices the planning of breast-feeding facilities in public places, and combining with the planning framework, this paper puts forward the spatial construction strategies including coordinating overall layout, classified supply system, graded construction standards, implementation of zoning planning, and guarantee of local laws and regulations. It is expected that explorations on planning of affiliated public service facilities represented by breast-feeding facilities will help build up children-friendly cities and make our cities "warmer".
