防洪仍然是长江治理开发与保护的首要任务

在总结长江防洪建设取得的巨大成就基础上，对近年来长江防灾减灾体系在防汛工作中暴露出的问题进行了分析。长江流域防洪工作中存在的问题主要包括：发生常遇洪水和局部强降雨时，中小河流及城市防洪问题突出，山洪灾害严重；遇大洪水时，长江中下游河道安全泄量依然不足；蓄滞洪区建设长期严重滞后，河道崩岸问题突出，水库安全度汛任务重等。因此，长江防洪减灾形势依然严峻，防洪仍然是长江治理开发和保护的首要任务。针对所分析的问题，提出了继续加强长江防洪减灾综合体系建设，强化长江防汛减灾管理，加快实现从洪水控制向洪水管理转变等措施，以统筹解决防洪安全问题，确保长江安澜。

Flood control: still a main task for development and protection of Yangtze Rive Basin

On the basis of summarizing the great achievements in flood control construction of Yangtze River, the problems of disaster prevention and mitigation system in flood control practice in recent years are analyzed. The main problems in flood control of Yangtze River Basin are as follows: the mid-small river and flood control in cities is problematic, and the mountain flood disaster is severe when normal flood or local heavy rainfall occurs; the safe discharge of mid-lower Yangtze River is still insufficient in the case of big flood; the construction of flood storing zone is severely backward, the river bank collapse is severe and the safety of reservoirs in flood season is a difficult task. For these reasons, it is concluded that the flood control is still a main task of development and protection of Yangtze Rive Basin. In the light of the above problems, the suggestions such as continuously strengthening the construction of comprehensive flood control and disaster mitigation system and its management, speeding up the transformation from flood control to flood management etc., are put forward to solve the problem of flood control safety and safeguard the Yangtze River.
