北京市中心城防洪防涝系统效益分析

摘    要:城市防涝体系经济效益计算涉及面广、资料统计困难。为充分利用有限资料准确定量地计算防涝体系的经济效益,根据统计年鉴及暴雨水情等可获取数据,运用频率曲线法,对《北京市中心城防洪防涝系统规划》的防涝效益进行了分析。结果表明,该规划多年平均防涝效益为19.08亿元,其中直接效益16.45亿元,间接效益2.63亿元,经济效益显著。效益费用比和敏感性分析表明,规划防涝体系在经济上是合理可行的,且抗风险能力较强。

Abstract:The economic benefit analysis of waterlogging prevention system involves a wide range and its data statistics is very difficult. In order to accurately and quantificationally calculate the economic benefit through fully using the limited data, the study applied the method of frequency curve to analyze the waterlogging prevention benefit of "flood control and waterlogging prevention planning in downtown of Beijing" based on statistical yearbook and available storm data. The results show that the multi-year average waterlogging prevention benefit of the Planning is 1.908 billion CNY after its implementation, in which, the direct benefit is 1.645 billion CNY, indirect benefit is 0.263 billion CNY, indicating that the economic benefit is remarkable. The analysis of cost-benefit ratio and sensitivity show that the waterlogging prevention planning system is economically feasible, and has strong anti-risk ability.
