| 摘 要： | 在分析以往的评价方法的基础上，提出了一种新的评价方法-变权分析法．该方法通过建立模型对方案进行定量分析，在方案实施过程中进行跟踪评价，以便决策者根据结果选择最优方案，并通过实例证明其合理性与可操作性．

| Abstract: | This text has put forward a kind of new appraisal method on the basis of analyzing past appraisal method - theanalytic approach of variable right. This method carries on quantitative analysis to the scheme through building the modelofsettingup, follow andappraise while the schemeis implemented, so that the policymaker chooses theoptimum schemeaccording to the result, and prove its rationality and effectiveness through the instance. |
