| 摘 要： | 从2003年夏季到2004年冬季,从国际社会到国内学术界,掀起对水力发电工程的功能和价值表示怀疑的议论热潮.这是多元任务齐头并进、思想理论活跃的表现,也显露出认识实践的分歧和矛盾.本文仅就客观历史事实及基础知识概念进行简要阐述,内容除了涉及水能利用的可持续发展外,也涉及高坝大库的意义和广泛的水利建设.在学科领域方面,结合环境保护和生态系统,分析各方面的效益和缺陷.

| Abstract: | In combination with the controversy about the functions and value of hydro projects occurring in academia at home and abroad from the summer, 2003 to the winter, 2004, a brief discussion, concerning the sustainable development of water power utilization, the significance of high dams and the wide water conservancy construction, was made based on some historic facts and basic concepts. Meanwhile, the benefits and some negative impacts of hydro projects were analyzed from the angles of environmental protection and ecological system. |
