摘    要:华中电网水电站大多具有一定的防洪能力。在抗击1998年长江全流域性大洪水中,充分发挥了水库的调蓄功能、大大缓解了长江中下游的抗洪压力。为减轻水库下游地区洪涝灾害,应加快长江干支流具有防洪效益的水电站开发。同时还应适当调整水电开发和利用政策。客观认识、科学对待水电站水库的防洪能力,统筹兼顾、科学合理的调整重点水电站水库的运行指标和调度方案。重视水库非常规调度和工程非设计工况下运行安全检查。

Abstract:Most of hydroelectric stations in the Central China power network have certain flood fighting capacity, played an important role in regulation and retaining flood by their reservoir capacity and strongly mitigated the flood fighting pressure along the middle and lower reaches of the Yangtze river in the Whole -basin heavily flood period in 1998. In order to mitigate flooding and waterlogging disaster in the downstream areas, development of hydro stations with flood control function should be expedited on the main course and tributaries of the Yangtze river, and also hydro development and usage policies should be properly adjusted. We should recognize objectively and deal properly with the flood control capacity of the hydro stations, make overall plans and take all factors into consideration, adjust scientifically and reasonably the operational indexes and operation programme of the key reservoirs, and pay attention to the emergency operation and safety inspection under off - design operation condition.
