We must improve the validity of teaching quality monitoring and controlling to promote the development of students and teachers from the value, efficiency, effect and benefit of teaching quality monitoring and controlling. We must promote the reliability of teaching quality monitoring and controlling with a pragmatic spirit. Many factors determine that teaching quality monitoring and controlling can not be almighty. The function of the present teaching quality monitoring and controlling is especially limited. Teaching quality is fostered by fine quality culture and strong academic atmosphere, it can not be ensured by exterior monitoring and controlling. Formalistic, bureaucratic monitoring and controlling can only be a useless movement.
