下坝水电站正常蓄水位的经济技术综合比较与选择

摘    要:下坝水电站位于贵阳市乌当区下坝乡境内,地处乌江水系一级支流的清水河干流中下游,是清水河水电梯级开发的第一级。由于原规划下坝水电站的正常水位980 m,库区淹没农田12.3 hm2、旱地7.3 hm2、防护林40 hm2,同时涉及房屋搬迁,库区内部分公路、桥梁需改线,工程实施难度大。为了从充分开发水资源和保护耕地资源,加之特殊的地理位置和淹没的耕地大多为基本农田,耕地更显宝贵,而且《清水河干流水电规划报告》完成于20世纪90年代初,因此从保护耕地资源的角度出发进一步对其电站正常蓄水位进行论证是非常必要的。结合下坝水电站原水电开发规划确定的正常蓄水位为980 m。为此,下坝水电站不同设计水位耕地受淹、水文地质条件、环境等因素影响,拟定了970 m、972 m、976 m、980 m和982 m 5种正常蓄水位规模进行综合比较。

Abstract:Xiaba Hydropower Station is located in Xiaba Town, Wudang District, Guiyang City, and at the middle and lower reaches of Qingshuijiang River mainstream which is a tributary of the Wujiang River and the first hydropower station of Wujiang River hydropower cascade development. According to the original p farmland ,7.3 lanning the normal water level of the hydropower station is 980m, will flood 12.3 ha ha dry land and 40 ha protective forest, and the project will result in housing relocation, reservoir road and bridge need to be rebuilt, project implementation is difficult. In order to fully develop the cultivated land resources and protection of water resources ,flood less basic farmland and Qingshuihe River Mainstream Hydropower Planning was compiled at the beginning of 90 ' s last century, land resources becomes more precious. Therefore it is necessary to demonstrate the normal water level again so as to protect farmland. Taking consideration of 980m original normal water level for Xiaba Hydropower Station in the hydropower development planning, 970m, 972m, 976m, 980m, 982 m five normal water level scale are comprehensively compared to demonstrate the flooded farmland, hydrogeologieal conditions, environmental impact and other related factors.
