由于矿井重大灾害影响的长期性及动态变化，以及入的思维分析能力的局限，救灾决策时，常面对在相关法规、规程中，对灾情与救灾措施缺少一一对应的具体规定，以及对灾情的了解和对决策实施效果认识模糊的问题，往往决策面临“两难”的状况。通过分析救灾决策的困难，探索解决决策两难性的方法，旨在提高应急救援反应能力和矿井重大灾害救灾决策水平。

Discussion on decision making for mine emergent rescue with dilemma in decision making

Due to the long term and dynamic variation influences of the mine serious disasters and the limitation of the human thinking and analysis ability, during the decision making, there were less certain countermeasures for the disasters and mine rescue in the related laws and regulations, a fuzzy understanding of the disaster and the decision making results. Therefore there will be a dilemma in decision making. The paper analyzed the difficult in mine rescue decision making and discover the solution for the dilemma in decision making in order to improve the reaction ability of mine rescue and the decision making level of mine rescue for mine disaster.
