| 摘 要： | 在改进遗传算法的基础上，提出了区域购买旋转备用成本最小的数学模型和求解方法。模型按照备用交易“协调运作”、备用价格按区域统一边际价格结算并计及了联络线传输容量上下限、备用机组提供容量上下限、旋转备用爬坡率等约束条件。算例表明本算法能更加有效地达到或接近全局最优解，区域备用容量在优化后降低了获取的备用容量，充分体现了区域间的备用支持，优化了各地的电力资源。
