| 摘 要： | 汇编介绍有关国家，特别是美国，日本和欧洲在废旧电池管理和环保方面的法规，以便根据我国的实际情况，借鉴国外的经验，客观科学地制定和实施废旧电池回收处理和再生利用相关的政策和规定，国外有关废旧电池处理与环保方面的法规，主要注重于含汞，镉和铅类有害物质的电池，目前，有美国欧洲和日本等国家或地区碱锰电池和碳锌电池已实现无汞化，这类电池对环境不构成威胁，美国环保部门所提出的有关规定，允许无汞锌锰电池与普通生活垃圾一起分类处理，而已不列入危险品范围。

| Abstract: | The existing and future national actions or regulations on spen t batteries is given in this article.It was founded that governments should foc us their efforts on collecting an d recycling spent batteries that con tain sign ificant quantities of hazardou s materials,such as nickel,cadmium,mercury and lead.All Zn /MnO 2 and alkaline Zn /MnO 2 batteries manufactured in the US,Europe and Japan contained no added mercur y.The US Environmental Protection Agency(EPA)regulations permit these batteri es to be discarded with normal trash. |
