区域洪水资源可利用量评价分析

摘    要:从洪水形成特征及其在地表径流中的特殊表现形态,以及洪水对社会经济系统发展和生态环境系统演变的作用和使用条件等角度,阐述了区域洪水资源可利用量概念。根据区域洪水资源可利用量评价目标要求,提出了在区域洪水资源量中扣除不可利用量即可估算洪水资源可利用量的扣除法,以及将区域洪水资源利用措施当作完整系统并以洪水资源安全、有效利用为目标而建立优化模型进行计算的系统分析法;进一步提出区域洪水资源开发利用现状水平可用洪水资源现状开发利用率来表达,并将其定义为现状洪水资源实际利用量与洪水资源量之比。最后以海河流域北三河水系中的潮白河北京山区作为研究区域,进行了洪水资源可利用量计算与洪水资源开发利用现状分析。

Estimating for Utilizable Quantity of Regional Floodwater
Abstract:The utilizable quantity of regional floodwater is explained from the forming characteristic and particular behavior of floodwater, and the effects of flood on social and economic system development as well the eco-environmental system evolvement. To satisfy the need of floodwater resources assessment, two methods for estimating regional utilizable floodwater are proposed, one is the subtracting method which takes away the un-utilizable quantity from regional total floodwater; another is the system analysis method which regards the regional floodwater development practices as an integral system and considers the objective of safely and effectively utilizing floodwater, then set up an optimization model. Furthermore, this paper uses the floodwater utilization rate for describing the present situation of regional floodwater development, which is defined as the ratio of actual utilizing volume to total floodwater volume. Finally, taking the Beijing Mountainous area of the Chaobaihe River, Haihe River Basin as researched field, the utilizable quantity of floodwater is computed and the regional floodwater development situation is analyzed.
