摘    要:针对我国尤其是北方地区水资源供需矛盾日益突出的问题,分析了洪水资源化的内涵、洪水资源化的必要性和可能性、水库优化调度理论与技术及风险率计算等洪水资源利用中的关键问题,最后结合我国实际情况,对洪水资源化今后的工作提出合理化建议。

Abstract:In the increasingly serious contradiction between the water resource supply and demand in China, especially in North China, several key factors of floodwater utilization such as necessity and feasibility, theory and technology of reservoir optimization dispatching and risk rate calculation are analyzed. Finally, under the current situation of China's water short, some concrete measures and suggestions on floodwater utilization in the future are proposed.
