辽宁白酒产业高质量发展路径与对策

在新发展格局下，为有效推动辽宁白酒产业高质量发展，该文以辽宁白酒产业为研究对象，采用归纳分析的方法，分析了辽宁白酒产业的发展现状及存在问题。在此基础上，提出辽宁白酒产业高质量发展的路径和对策。在政府制度政策层面，注重加强组织领导、改善营商环境、强化财税支持、优化融资方式；在企业创新驱动层面，注重党建引领创新、营销管理创新、人才管理创新、数智赋能创新；在产业生态系统层面，注重构建“政府-协会-高校-企业”联动机制、优化产业布局和产业结构、打造东北白酒产业融合发展模式、借力多层次资本市场，从而为未来辽宁白酒产业高质量发展明确了目标和方向，同时对于其他省区白酒产业高质量发展具有重要的实践指导意义。

Under the new development pattern, in order to effectively promote a high-quality development of Liaoning Baijiu industry, and taking Liaoning Baijiu industry as the research object, the development status and existing problems of Liaoning Baijiu industry were analyzed using inductive analysis method. On this basis, the path and countermeasures for the high-quality development of Liaoning Baijiu industry was put forward. At the government system and policy level, pay attention to strengthen the organization and leadership, improve the business environment, strengthen the fiscal and tax support, and optimize the financing way. In the enterprise innovation driven level, pay attention to innovations of the party building leading, marketing management, talent management, and number intelligence enabling. At the industrial ecosystem level, pay attention to the construction of the linkage mechanism of "government-association-university-enterprise", optimize the industrial layout and structure, create the integrated development model of Baijiu industry in Northeast China, and leverage the multi-level capital market, so as to clarify the goal and direction for the high-quality development of Liaoning Baijiu industry in the future. At the same time, it had important practical guiding significance for the high-quality development of Baijiu industry in other provinces and regions.
