| 摘 要： | 21世纪的前20年是我国社会经济发展的重要战略机遇期,党和政府及时提出了构建社会主义和谐社会的伟大构想。制度公正是建设和谐社会的核心要求。实现制度公正必须统筹好制度设计和制度选择的两大维度：效率与公平。加大制度创新力度,不断提高构建和谐社会的能力,促进和谐社会的发展。

| Abstract: | The first two decade of 21century is critical for China's social and economic development.Our Party and government have put forward a great tentative to construct socialist harmonious society.System justice is the key requirement for building harmonious society.To realizing system justice,the two dimensions of systems of system designing and system electing:Efficiency and fairness,must be overall planning.The paper brings out an idea of increasing the system innovation and improving the capacity of constructing the harmonious society to promote the development of harmonious society. |
