福建省耕地保护监管系统方案初探

本文提出在现有系统的基础上,构建福建省耕地保护监管系统的初步设想。监管系统建设将以全省政务网络资源为载体,以土地利用现状、土地利用规划、遥感影像等数据库为基础,建设覆盖省、市、县三级的土地"批、供、用、补"等业务的网络审批主流程,形成耕地保护中上下联动的网络化管理模式;探索建立以基础数据、业务数据和监测数据为数据源的耕地资源信息实时监测和信息分析体系,最终建成覆盖福建省耕地保护业务的监管信息系统,拓宽畅通土地信息监察渠道,切实有效保护耕地。

Preliminary Study of Farmland Protection Supervision System of Fujian Province
