| 摘 要： | 批后监管是国土部门创新工作新机制、实践科学发展观的重要举措。与新机制相配套的建设用地批后监管信息系统成为保障机制运行,推动工作不断取得实效的重要手段。日前,国土资源部发出《关于加强建设用地动态监督管理的通知》。《通知》强调,对建设用地"批、供、用、补、查"等有关情况实行全面监管、全程监督,构建统一的网络监管平台。本文在分析建设用地批后监管信息系统的建设需求基础上,进行系统设计,并进行关键技术研究,包括海量数据访问、时态数据管理、空间数据库引擎和网络发布等,在此基础上给出了建设用地批后监管信息系统的建设意见。
