城乡非建设用地的规划保护与控制研究——以重庆主城区为例

城乡非建设用地是保障城市健康,实现城市可持续发展,实现城乡统筹和城市生态文明建设的重要因素。基于推行新型城镇化背景下,结合新的城市用地分类标准,来探索更有效的城乡非建设用地的保护与控制方法已成为当前城市规划管理、研究与设计工作者的重要方向。该文分析重庆主城区城乡非建设用地的现状情况,剖析其存在问题及原因,从保护策略、控制方法、法律保障三方面提出了保护对策。

Study on Protection Planning and Control of Non-construction Land in Rural and Urban Area

Non-construction land in rural and urban area is key to ensure urban health,achieve urban sustainable development,balance urban and rural development and construct urban ecological civilization.Against the backdrop of promoting new urbanization,and combined with classification standard of urban land,more efficient ways to protect and control non-construction land in rural and urban area are important to urban planning management,study and design.Current situation of non-construction land in rural and urban area in the main urban districts are analyzed with existing problems and causes illustrated.Protection countermeasures are also presented from the aspect of protection strategy,control ways and legal protection.
