| Abstract: | Although it's nearly ten years since the energy saving building technology was first promoted,it has been going at a sluggish pace and remains at a stage of experiment-making and example-setting,leaving most of the cases untouched.This paper analyses the causes for this situation and suggests some countermeasures against it. |
