劳务输出背景下工程移民安置规划实践——以下浒山水库工程为例

下浒山水库位于安徽省安庆市潜山县境内,属我国中部地区。由于该区域土地资源不足,大部分移民以外出经商或打工获取生活主要来源,完全依托土地进行种植业安置是不现实的。基于当地经济发展水平及移民目前的生产生活方式和收入构成特点,阐述了7种移民生产生活安置方式。在充分尊重移民意愿,综合考虑安置区环境容量的前提下,提出以兼业安置为主,以其他安置为辅的移民安置方式,为移民配置少量土地资源,满足基本生活条件;并对兼业安置方式进行了风险分析。为我国其他水利水电工程的移民安置提供参考。

Practice of resettlement planning under background of labor export: a case study of Xiahushan Reservoir Project

Xiahushan Reservoir is located in Qianshan County, Anqing of Anhui Province in central China. Due to the lack of land resources, it is unfeasible to implement the resettlement solely by farming on local lands. Instead, most migrants earn their livings by engaging in business or working as migrant labor away from their hometown. Based on the local economic level, migrants' current living and production style and their income structure, 7 modes of living and production for migrants are expounded. On the premise of fully respecting migrants' will and consideration of the environmental capacity in the resettlement area, it is proposed that the resettlement scheme should feature in both agricultural and non-agriculture production and supplemented by other resettlement modes, and that a certain amount of land should be allocated to migrants to meet their basic needs for living. The risks of the resettlement mode characterized as multiple occupations are analyzed. The study can provide reference for resettlement of other hydropower projects.
