摘    要:供水系统作为城市赖以生存的生命线工程,其安全性越来越受到各国的重视,也越来越成 为恐怖主义组织的攻击、威胁和破坏目标,特别是供水系统的关键设施.笔者介绍了当代恐怖主义 对供水系统的种种危害及其手段特点,并简略分析了“供水系统的战略防御系统”,以此提高供水 系统的安全性、健壮性,并作为实现有效预防、及时预警、智能化决策和有效处置的途径.

Abstract:Destruction of water supply systems will lead to paralysis or partial paralysis of a city. Owing to its importance, water supply systems have become the target of attack by terrorism. This paper summarizes threats against municipal water systems and its character. Moreover, we bring forward strategic defense system of water supply systems, by which we can enhance security, robustness and resiliency. Accordingly, we can achieve effective prevention, timely presentiment, intellectualized decision-making and available treatment.
