从澧南垸两次蓄洪兼论洪水风险管理的内涵

澧水下游的澧南垸为国家级蓄洪垸.1998澧南垸溃决与2003年主动分蓄洪水的不同后果表明,洪水应有自己的存在与活动空间,在防洪抗灾中,要妥善处理人与自然的关系,科学安排洪水出路,有蓄有泄,蓄泄兼筹.

Inherent of flood hazard management with reference to two flood storages in Linan dyked marsh

Linan dyked marsh is listed as one of national-level flood retention areas in the lower reaches of the Lishui river. Different results of dyke breaking in 1998 and flood storage in 2003 show that flood should have its own existing space. In fighting with flood, it should properly handle the relationship of people with nature and give ways to floods with scientific arrangement, i.e. balance between flood retention and discharge.
