从城市管理角度看我国城市社区改革

计划经济体制下的城市社区体制存在管理体制不合理、居委会自治性质不强、管理目标不明确等问题。需从法律保障、制度保障、组织保障等三方面进行社区改革:在法律中明确社区发展的根本目标与公众参与机制;转变政府职能,实现政府工作重心的转变;合理确定社区管理机构工作的基本内容;制定社区管理公约。

On City Community Reform from the Point of View of City Management

There exists a problem of unreasonable management, weak autonomous management by the residents committee and unclear targetin management with the city community system under the system of planned economy. Therefore reform on the community must be carried outin three aspects: law guarantee, system guarantee and organization guarantee. The basic aim of the community development and the systemof public participation should be clearly stipulated by law and the governmental functions should be changed in order to shift its key emphasisin work . The basic work scope of the community managerial organization should be reasonably set and common rules for the management ofthe community should be worked out.
