我国能源化工“金三角”地区水资源管理探讨

宁东-鄂尔多斯-榆林“金三角”地区具有独特的能源资源优势．其经济又好又快发展将成为新一轮西部大开发的主战场和新引擎，对于带动和提升宁夏、内蒙古、陕西等省（自治区）整体经济和社会发展具有重要的历史和现实意义。但该区域地处我国西北，水资源是制约其经济发展所面临的严峻问题。在分析“金三角”区域水资源形势的基础上，提出全面建设节水型社会和实施水权有偿转让是保障“金三角”能源化工基地建设水资源安全的根本途径，并对今后水资源管理工作的重点进行了探讨。

Discussion on water resources management of the energy sources and chemical industrial "Golden Triangle" belt in China

Ningdong-Ordos-Yulin District （NOYD）, with abundant energies and resources, is an important energy resources and chemical industrial belt in China. The economic and social development of NOYD is significant for the Western Development as well as the progress of Ningxia Hui Autonomous Region, Inner Mongolia Autonomous Region, Shanxi Province and so on. While nowadays, water resources becomes a restrict factor for the evolution of NOYD, which located in Northwest of China with absent water. This paper, analyzes the water resources status of NOYD, and suggests the approaches for ensuring the water resources security of the energy sources and chemical industrial belt, such as establishing water saving society, transferring water rights with payment and so on. Finally, the article discusses the emphasis of water resources management in the future.
